Why Were BISP Payments Stopped?

Before July 2025, many women complained that their quarterly installments had been stopped, even though they were fully eligible for this financial assistance. According to the government and BISP investigation, some of the common reasons for the suspension of payments were as follows:

Biometric data mismatch issue: The fingerprints of many women, especially elderly or hard-working women, were not matching with NADRA records.

Expired CNIC: Some beneficiaries’ CNICs were expired or not renewed, causing the system to stop the payment.

NADRA data errors: Incorrect family details, misspelling of name or difference in marital status.

Incomplete or outdated NSER survey: Those whose socio-economic data was outdated or who had not completed the survey.

Temporary foreign travel: A few women went abroad temporarily and were declared temporarily ineligible for not reporting their return.

Incorrect or unregistered mobile number: Beneficiaries who were unable to receive BISP updates due to not having a valid SIM or phone number.

What Steps Did BISP 8171 Take To Restore Stopped Payments?

In June 2025, BISP and the Government of Pakistan jointly launched a nationwide review campaign to find out the issues behind stopped payments. As a result of this campaign, several reforms were introduced:

Biometric system improvements: NADRA and BISP databases were re-synchronized to resolve biometric issues based on old data.

Ease of CNIC renewal: Individuals who had renewed their CNICs were automatically resumed with their payments.

Survey re-submission facility: Those who had submitted the old survey or completed the new survey were reinstated with their eligibility.

Re-verification of temporary overseas visitors: Those who proved residency after their return were reinstated with their eligibility.

Manual verification system: Special manual verification was introduced for the elderly, disabled or those who repeatedly failed biometrics.
